Describe the bug
New users are not being inserted into the users table.

To Reproduce
Steps to reproduce the behaviour:

  1. Create new user in Keycloak
  2. Login as new user, then log out
  3. Login as old user
  4. Add new user as subscriber
  5. See error

Expected behaviour
The user should be added to the database, and should be visible when attempting to subscribe them to a request.
